Human resources has two definitions depending on context. The original usage derives from political economy and economics, where it was traditionally called labor, one of three factors of production. The more common usage within corporations and businesses refers to the individuals within the firm, and to the portion of the firm's organization that deals with hiring, firing, training, and other personnel issues.

The main objective of Human Resources is to maximize the return on investment from the organization's human capital. According to Schwind Das & Wagner, “Human resource management aims to improve the productive contribution of individuals while simultaneously attempting to attain other societal and individual employee objectives."
Human beings are creative and social beings that make contributions beyond 'labor' to a society and to civilization. They are not "commodities"" or "resources". The broad term human capital has evolved to contain some of this complexity, and in micro-economics the term "firm-specific human capital" has come to represent a meaning of the term "human resources."
The socialist parties have been advocating the central role of "human resources" or human capital in enterprises and societies. These parties claim that value is primarily created by their activity. In this way, they justify a larger claim of profits or relief from these enterprises or societies.
Since the early days of agriculture, human resources have been part of business and organizations. The modern concept of human resources began in reaction to the efficiency focus of Taylorism in the early 1900s. Psychologists and employment experts in the United States started the human relations movementby 1920. This movement viewed workers in terms of their psychology and fit with companies. This movement grew throughout the middle of the 20th century, placing emphasis on how leadership, cohesion, and loyalty played important roles in organizational success. As a result, human resources had gained a permanent role within the firm.
The educational backgrounds of human resources, training, and labor relations managers and specialists vary considerably because of the diversity of duties and levels of responsibility. Many employers seek college graduates to fill entry-level jobs especially those who have majored in human resources, human resources administration, or industrial and labor relations. Other employers prefer to college graduates with a technical or business background or a well-rounded liberal arts education.
Many colleges and universities have started programs leading to a degree in personnel, human resources, or labor relations. Some offer degree programs in human resources administration or human resources management, training and development, or compensation and benefits. These courses will enable the students in making a career in human resources management in departments of business administration, education, instructional technology, organizational development, human services, communication, or public administration, or within a separate human resources institution or department.
A combination of courses in the social sciences, business, and behavioral sciences is considered to be very useful for making a career in this field. Some jobs may require a more technical or specialized background in engineering, science, finance, or law. Most prospective human resources specialists should take courses in compensation, recruitment, training and development, and performance appraisal, as well as courses in principles of management, organizational structure, and industrial psychology. As in many other fields, knowledge of computers and information systems also is useful.
The importance of an advanced degree has greatly increased for some jobs. Many labor relations jobs require graduate study in industrial or labor relations. For contract negotiators, mediators, and arbitrators, a strong background in industrial relations and law is highly desirable. Many people in these specialties are lawyers. A background in law also is desirable for employee benefits managers and others who must interpret the growing number of laws and regulations. For those seeking general and top management positions, a master’s degree in human resources, labor relations, or in business administration with a concentration in human resources management is highly recommended.
Previous working experience is an asset for many specialized jobs in the human resources field. For more advanced positions, including those of managers as well as arbitrators and mediators, work experience is necessary requirement.
Human resources administration and human resources development require the ability to work with individuals as well as a commitment to organizational goals. This field also demands other skills that people may develop elsewhere—using computers, selling, teaching, supervising, and volunteering, among others.
